सामुदायिक रेडियो : समुदायको आवाज र विकासको साझेदार
मेन्छयेम सञ्चार सहकारी संस्था लिमिटेडद्वारा सञ्चालित रेडियो मेन्छयायेम १०३.४ मेगाहर्ज वि.सं. २०६४ सालमा स्थापना भएको एक सामुदायिक रेडियो हो। तेह्रथुम जिल्लाको म्याङलुङ–१ स्थित आफ्नै भवनबाट प्रसारण सेवा सञ्चालन गर्दै आएको यस रेडियोले स्थानीय जनताको आवाजलाई बुलन्द बनाउने, सूचना प्रवाह गर्ने तथा सामाजिक विकासका अभियानलाई सशक्त बनाउने कार्य गर्दै आएको छ। हाल संस्थामा ८ सयभन्दा बढी शेयर सदस्य आबद्ध रहेका छन्, जसले यस रेडियोलाई समुदायको साझा सम्पत्तिका रूपमा स्थापित गरेको छ।
सामुदायिक रेडियो केवल सूचना र मनोरञ्जनको माध्यम मात्र होइन, यो समुदायको आवश्यकता, चाहना र सरोकारलाई केन्द्रमा राखेर सञ्चालन हुने जनमुखी सञ्चार माध्यम हो। व्यावसायिक रेडियोहरू नाफामुखी हुने भए पनि सामुदायिक रेडियोहरू समुदायको हित, विकास र जनचेतना अभिवृद्धिका लागि समर्पित हुन्छन्। त्यसैले सामुदायिक रेडियोलाई स्थानीय जनताको आवाज बोल्ने र उनीहरूका समस्यालाई सम्बन्धित निकायसम्म पुर्याउने प्रभावकारी माध्यमका रूपमा लिइन्छ।
नेपाल जस्तो भौगोलिक रूपमा विकट तथा विविधतायुक्त मुलुकमा सामुदायिक रेडियोको महत्व अझ बढी छ। दुर्गम गाउँबस्तीमा रहेका नागरिकसम्म सूचना, शिक्षा, स्वास्थ्य, कृषि, वातावरण, विपद् व्यवस्थापन तथा स्थानीय शासनसम्बन्धी जानकारी पुर्याउन सामुदायिक रेडियोले महत्वपूर्ण भूमिका खेल्दै आएको छ। इन्टरनेट तथा अन्य सञ्चार माध्यमको पहुँच सीमित भएका क्षेत्रमा रेडियो अझै पनि सबैभन्दा भरपर्दो र सहज सञ्चार माध्यम बनेको छ।
सामुदायिक रेडियोको सबैभन्दा ठूलो विशेषता भनेको यसको स्थानीयपन हो। स्थानीय भाषा, संस्कृति, कला, परम्परा, रीतिरिवाज तथा स्थानीय मुद्दाहरूलाई प्राथमिकताका साथ प्रसारण गरिनु यसको प्रमुख विशेषता हो। यसले स्थानीय प्रतिभाहरूलाई अवसर प्रदान गर्नुका साथै लोपोन्मुख संस्कृतिको संरक्षण र प्रवर्द्धनमा समेत योगदान पुर्याउँछ। साथै महिला, दलित, आदिवासी जनजाति, युवा, ज्येष्ठ नागरिक तथा सीमान्तकृत समुदायका आवाजलाई स्थान दिई समावेशी सञ्चारको अभ्यास गर्न सामुदायिक रेडियो सफल भएका छन्।
समुदायको सहभागिता नै सामुदायिक रेडियोको मुख्य आधार हो। शेयर सदस्य, श्रोता, स्थानीय सरकार, संघसंस्था तथा सामाजिक अभियन्ताहरूको सहयोग र सहभागिताबाट यस्ता रेडियोहरू सञ्चालनमा रहेका हुन्छन्। समुदायले आर्थिक, नैतिक तथा प्राविधिक सहयोग प्रदान गर्ने भएकाले रेडियो र समुदायबीचको सम्बन्ध अझ बलियो बनेको हुन्छ। यही कारणले सामुदायिक रेडियोलाई “समुदायको आफ्नै सञ्चार माध्यम” भन्ने गरिन्छ।
रेडियो मेन्छयायेमले पनि स्थापना कालदेखि नै तेह्रथुम जिल्लाको सामाजिक, शैक्षिक, सांस्कृतिक तथा आर्थिक विकासमा महत्वपूर्ण योगदान पुर्याउँदै आएको छ। स्थानीय समाचार, जनचेतनामूलक कार्यक्रम, कृषि तथा स्वास्थ्यसम्बन्धी सामग्री, युवा तथा महिला लक्षित कार्यक्रम, विपद् जोखिम न्यूनीकरणका सन्देश तथा सांस्कृतिक कार्यक्रमहरू प्रसारण गरेर यसले समुदायलाई सूचित, शिक्षित र सशक्त बनाउने कार्य गरिरहेको छ। प्राकृतिक विपद्, महामारी तथा अन्य संकटका समयमा सही सूचना प्रवाह गरी नागरिकलाई सचेत गराउन रेडियोको भूमिका अझ प्रभावकारी देखिएको छ।
आजको डिजिटल युगमा सामाजिक सञ्जाल र अनलाइन माध्यमहरूको प्रभाव बढ्दै गए पनि सामुदायिक रेडियोको सान्दर्भिकता कम भएको छैन। बरु स्थानीय समुदायको भावना, आवश्यकता र पहिचानलाई जोगाउँदै विकास र परिवर्तनको यात्रामा सामुदायिक रेडियो अझै पनि एक भरोसायोग्य साथी बनेको छ।
अन्ततः, सामुदायिक रेडियो समुदायको आवाज, पहिचान र विकासको सशक्त माध्यम हो। रेडियो मेन्छयायेम जस्ता सामुदायिक सञ्चार संस्थाहरूले स्थानीय लोकतन्त्रलाई बलियो बनाउनुका साथै सूचना पहुँच, सामाजिक उत्तरदायित्व र सामुदायिक एकतालाई मजबुत बनाउन निरन्तर योगदान पुर्याइरहेका छन्। यस्ता संस्थाहरूको संरक्षण, प्रवर्द्धन र दिगोपनाका लागि सम्पूर्ण समुदाय, सरोकारवाला निकाय तथा राज्यको सहयोग अपरिहार्य छ।
Community Radio: The Voice of the Community and a Partner in Development
Radio Menchhyayem 103.4 MHz, operated by Menchhyayem Communication Cooperative Limited, is a community radio station established in 2064 B.S. (2007 A.D.). With more than 800 shareholder members, the station continues to provide broadcasting services from its own building located in Myanglung-1, Terhathum. Over the years, it has become a trusted source of information, education, awareness, and entertainment for the local community.
Community radio is much more than a medium of communication. It is a people-centered platform that serves the interests, needs, and aspirations of local communities. Unlike commercial radio stations that primarily focus on profit generation, community radio stations are dedicated to social development, public awareness, and community empowerment. They provide a platform where ordinary citizens can express their views, share their concerns, and participate in discussions on issues that directly affect their lives.
In a geographically diverse and developing country like Nepal, community radio plays a crucial role in ensuring access to information, especially in rural and remote areas. It serves as an effective medium for disseminating information related to education, health, agriculture, local governance, environmental protection, disaster risk reduction, and social development. Even in the digital age, radio remains one of the most accessible and reliable sources of information for many people.
One of the most distinctive features of community radio is its strong local focus. It prioritizes local languages, culture, traditions, customs, and community issues. By promoting local arts, music, and cultural heritage, community radio helps preserve and strengthen local identity. It also provides opportunities for local talents and encourages active participation from women, youth, indigenous communities, marginalized groups, senior citizens, and other underrepresented voices, fostering an inclusive communication environment.
Community participation is the foundation of community radio. Local residents, shareholders, listeners, civil society organizations, local governments, and development partners contribute to its operation and growth. Since its establishment, Radio Menchhyayem has made significant contributions to the social, educational, cultural, and economic development of Terhathum District. Through local news broadcasts, educational and awareness programs, agricultural and health information, youth and women-focused initiatives, cultural programs, and disaster preparedness campaigns, the station has helped inform, educate, and empower the community. During times of natural disasters, emergencies, and public health crises, it has played a vital role in delivering timely and accurate information to the public.
Although social media and digital platforms have transformed the media landscape, the relevance of community radio remains strong. Its ability to connect directly with local people, reflect community voices, and address grassroots issues continues to make it an essential tool for development and social change.
